Assemblymember Kelly Seyarto (R-Murrieta) is proud to announce that the Governor has signed his legislation to expand opportunities for individuals to receive an Emergency Career Substitute Teaching Permit and improve the pool of those who can fill teaching vacancies.
AB 1876 allows the Commission on Teacher Credentialing (CTC) to issue an Emergency Career Substitute Permit at the request of a school district, if that district participates in a consortium of school districts and verifies that the candidate substitute taught at least 90 days during the last three years at schools within the consortium.
According to the CTC, the number of new substitute teaching permits issued has declined by approximately 25% since the 2016-2017 school year. Many districts do not have enough substitute teachers to compensate for the shortage and absences of teachers, and there is a vastly smaller amount of substitute teachers permitted to teach a classroom for the duration of a prolonged absence compared to the number of substitute teachers holding the standard 30-day permit.
“California is struggling with a diminishing pool of substitute teachers,” said Assemblymember Seyarto. “This bill will make the Career Substitute Teaching Permit more accessible to qualified substitutes that are needed to address the extended shortages and absences of full-time teachers without compromising our current teaching standards.” Before being signed into law, AB 1876 passed through both the Senate and Assembly with no opposition and bipartisan support.
